ドイツは2020年に初めて策定した「インド太平洋ガイドライン」に基づき、近年、安全保障の視野を東アジアにも広げています。日本との間では、2021年4月に外務・防衛閣僚（2+2）の初会合が開かれて以降、同年9月にインド洋東部での共同訓練が、翌2022年9月には空自とドイツ空軍による日本上空での共同訓練が行われました。また、2023年3月に日独政府間会合が新たに発足し、今年1月には自衛隊とドイツ軍が物品・役務を相互に提供できるようにする「物品役務相互提供協定（ACSA）」も結ばれています。
他方、ドイツと中国との関係では、2023年6月に開かれた第7回独中政府間会合で経済関係の発展や気候変動対策での連携を目指すこととされながら、同年7月にドイツが初めて策定した「中国戦略」においては「デリスキング（リスク軽減）」を進める必要性についても言及されました。
今回、ドイツ政権与党・社会民主党（SPD）の連邦議会議員（院内総務）であるロルフ･ミュッツェニヒ氏、日本の国会議員をお招きし、猿田佐世氏（新外交イニシアティブ）が、ドイツの東アジア外交の意図や、地域間協力の展望など、国際情勢へのお考えを伺います。
