日本やドイツのような超高齢社会が直面する根本的な課題のひとつに、高齢者の社会からの孤立があります。定年退職した人々は、それまでの社会環境の重要な部分から切り離され、多くの人が夫婦、あるいは単身で生活することになります。結果として社会とのかかわりが希薄になり、身体的および精神的健康に悪影響を及ぼされることが知られています。
外部との社会的な関わりは、高齢者の健康状態を改善するだけでなく、高齢者が仕事や市民活動を通じて積極的に社会に貢献する機会を提供することができます。高齢者が孤立した状態になるかどうかは、隣人や地域社会によって大きく左右されます。地域社会は、高齢者に外部との交流や市民活動の機会を提供し、介護を必要とする高齢者が任意の高齢者支援を組織的に受けることを可能にします。
本会議の最初のセッションでは、ドイツと日本の自治体がどのように高齢者の社 会参加を実現しているのか、また高齢者による、あるいは高齢者のための市民参加がどのような役割を担っているのかについて見ていきます。社会的包摂の問題 は、現在のコロナ禍においてさらに緊急性を増しています。そこで、第2セッションでは、このパンデミックがドイツと日本の高齢者の生活環境に与えている影響について取り上げます。日本とドイツの専門家の対話のなかから、目指すべき高齢社会の未来を示したく、多くの方のご来場をお待ちしています。
