本パネルディスカッションでは、水素の使用と生産に関する世界の動向、日本とEUの戦略の検証に加え、弱点の特定と成功例の評価等をテーマに議論します。
深刻化する気候危機との戦いの中で、国際社会は脱炭素化への取り組みを強めています。エネルギー危機の深刻化に伴い、安価で安定した再生可能エネルギーへの移行が最も重要となっています。化石燃料からの脱却を図るため、EUは2030年までに電力分野における再生可能エネルギーの割合を69％にすることを戦略として決定しています。
2017年、日本政府は世界に先駆けて水素基本戦略を策定しました。しかし6年経った現在、目標から大きく離れているのが現状です。政策立案者は、水素戦略を見直し、より抜本的な脱炭素化計画を実施する方法を模索する姿勢を強めています。
